New 2017 HUD LBPHC/LHRD Grantee Program
Dust-Lead Action Levels for Risk Assessment and Clearance
Introduction
On February 16, 2017, the U.S. Department of Housing and Urban Development (HUD), through the Office of Lead Hazard Control and Healthy Homes (OLHCHH), issued policy guidance to establish new and more protective requirements for lead-dust action levels:
- This policy guidance is effective April 1, 2017.
- This policy guidance only applies to its Lead-Based Paint Hazard Control (LBPHC) and Lead Hazard Reduction Demonstration (LHRD) grantee programs.
- It does not constitute rulemaking under HUD’s Lead Safe Housing rule nor apply to work conducted under that rule.
- It does not apply to EPA’s Lead-Based Paint Hazards rule nor their Work Practice Standards for Conducting Lead-Based Paint Activities rule.
To meet the new HUD policy requirements it is necessary to request from our customers the following wipe areas (other HUD LHC/HH Action Levels may be met with less wipe area):
| Wipe Location | New HUD Action Levels, µg/ft.2 (2) | Minimum Area | EMSL Suggested Area | Other HUD (LHC/HH) Action Levels, µg/ft.2 (3) |
|---|---|---|---|---|
| Interior Floors (1): | 10 | 288 in.2 (2.0 ft.2) | 288 in.2 (2.0 ft.2) | 40 |
| Porch Floors: | 40 | 72 in.2 (0.5 ft.2) | 144 in.2 (1.0 ft.2) | –– |
| Window Sills: | 100 | 28.8 in.2 (0.2 ft.2) | 72 in.2 (0.5 ft.2) | 250 |
| Window Troughs: | 100 | 28.8 in.2 (0.2 ft.2) | 72 in.2 (0.5 ft.2) | 400 |
- The following are also considered interior floors:
- a floor of a garage attached to a living space
- an exterior porch floor that has been completely enclosed as part of a living space
- a floor in a detached garage used in part as a living space
- Applicable only to the LBPHC and LHRD grantee programs.
- Applicable to Lead Hazard Control (LHC) and Healthy Homes (HH) grantee programs.
Note: references above apply to single wipe analysis using FLAA. If the lab is accredited using ICP-OES, adequate RLs are achievable with lower minimum areas than those listed.
